The Commissioner for Human Rights in the Russian Federation, Tatyana Moskalkova, along with the Commissioner for Human Rights in the Republic of Ingushetia, Ibrahim Tsetsoyev, and the Commissioner for Human Rights in the Republic of Kazakhstan, Artur Lastayev, visited a penal colony and a pre-trial detention center in the city of Astana.
The delegation also included the Deputy Prosecutor of Astana, Dinmukhammed Shuykebaev, as well as the leadership of the Committee for the Criminal-Executive System of the Ministry of Internal Affairs of Kazakhstan and the Department of the Criminal-Executive System for the city of Astana. The purpose of the visit was to assess the conditions of detention for citizens of the Russian Federation serving sentences in these institutions, as well as to hold personal receptions for the convicts. The guests were informed about the procedure for serving sentences by convicts in accordance with the legislation of Kazakhstan.
Additionally, a tour of the facility was conducted to showcase the conditions of detention and ensure the observance of the rights of those in custody. During the visit, Tatyana Moskalkova familiarized herself with the living conditions of the convicts: in the penal colony, she visited the dining hall and the living quarters where the convicts reside.
